For tax years 2023 and prior, qualifying renters in Minnesota could claim the MN Renter Property Tax Refund by filing Form M1PR using information from the Certificate of Rent Paid (CRP). If a refund was due to the renter, it would be issued separately from the income tax return. However, recently the Minnesota legislature has changed multiple parts of this system, mandating a new form on the tax return for renters, and a new electronic system for the CRP.
For tax returns filed for tax year 2024 and beyond, Minnesota has implemented new CRP requirements to help verify rent paid. What his means is different depending on whether you are sending CRPs or receiving them:
- For Property Owners/Managers/Landlords: all CRPs must now be created and submitted through the MN E-Services platform. Additional information on the platform and specific requirements can be found on the MN DOR website, linked here.
- For Renters:
- on the CRP you receive from your landlord, which will now be produced by the E-Services system, there is a new field called an Electronic Certificate Number (ECN); it will be used to match the CRP to information previously submitted by the CRP sender(s).
- Do not file M1PR, instead claim the renter’s credit on the M1RENT. The M1RENT will be part of the annual individual tax return and refunds from it will be treated as a refundable credit on Form M1. More information on who qualifies and special circumstances can be found here.
